ASCS participated in the Regional Consultative Meeting on the Roadmap of the Albanian Government Policy under the topic "Creating an Enabling Environment for Civil Society Development"

In the long run of the fulfillment of its mission for financial and technical support to civil society for civic initiatives to the benefit of the community, as well as in the framework of strengthening cooperation between government institutions and civil society organizations (CSOs), CSSA participated in the regional meetings on dates 5, 9, 10 and 11 march 2015, respectively, in Vlora, Pogradec, Shkodra and Tirana, with civil society, on the Roadmap of the Albanian Government Policy for "Creating an Enabling Environment for Civil Society Development", headed by the Ministry of European Integration in cooperation with TACSO Office in Albania.
The meetings were chaired by the representative of the Ministry of Integration, who in his speech pointed out that the Roadmap is designed in full compliance with the EU Guidelines for the support of Civil Society in the enlargement countries, for the period 2014-2020, which aims to provide a stable framework for measuring the progress in developing, facilitating and stimulating participatory democracy in countries that moving towards EU accession.
The overall goal of the document is to create conditions for the Albanian Government to undertake an efficient decision making with respect to establishing new or improving existing mechanisms, and also to establish bridges of cooperation with civil society, in order to contribute to the promotion of participatory governance, inclusive policy making and installation of a functional democracy in our country.
It was also noted that the draft document sets out a program with nine priority areas of action, which the Albanian government is committed to implement in order to improve cooperation with civil society.
Further, the steering panel of the meetings together with the participants, representatives of civil society discussed and exchanged views on priority areas of Government Policy Guidelines for an Enabling Environment for Civil Society Development, which were:
- Institutions that support Government-CSO cooperation;
- National strategic policy environment for the development of civil society;
- The involvement of CSOs in the process of policy making;
- Public funding framework for CSOs programs;
- The new legal framework for the registration and operation of CSOs;
- Financial reporting / accounting and tax treatment of CSOs;
- Gathering valuable data regarding the development of civil society;
- Development of volunteering;
- CSOs contribution to Albania EU accession processes
At the end of the meeting, the organizers thanked the participants for their presence and promised coverage of all opinions and suggestions on the draft final document. Also, the participants thanked the organizers and stressed the great importance that these meetings have, to be closer to civil society.
