Ministry of Social Welfare and Youth (MSWY) and ASCS concluded successfully the process of consultation of the draft law "On the establishment and functioning of the National Council for Civil Society"

Ministry of Social Welfare and Youth in cooperation with Agency for the Support of Civil Society (ASCS) concluded successfully, the process of regional consultations with the organizations and other actors of civil society, involved in a wide discussion of the Draft Law "On the establishment and functioning of the National Council for Civil Society ".

The meetings were attended by representatives of the Ministry of Social Affairs and Youth, of ASCS, of the Technical Working Group, and by the representatives from organizations and other actors of civil society, as well.

The organizers of the meetings emphasized that the Draft-Law aims to establish cooperation mechanisms between government and civil society in Albania. It regulates the establishment, organization and functioning of the National Council for Civil Society, as an independent and advisory structure at the Council of Ministers of the Republic of Albania, to ensure institutional cooperation with civil society organizations in Albania in favor of expanding democracy, consolidation of good governance, increase of transparency in public decision making through the most possible extensive involvement of civil society in this process.

The draft law, presented to be discussed in these meetings, is worked out by taking into consideration the principles expressed in the Resolution adopted by the Assembly of the Republic of Albania "on the European integration process of Albania" and comes in line with the main recommendation of high level representatives of the European Union

During the meetings it was pointed out that, the Civil society in our country has made a major contribution towards respecting and promoting the freedoms and human rights, strengthening the rule of law and creating a fair, open and democratic society. It has given concrete contribution through legal initiatives for drafting new laws or for their improvements, monitoring the application of international and national standards in different areas as well as the development of the public awareness on his role in a democratic society, the strengthening of cooperation and social cohesion in the region and beyond

In addition, the participants discussed and expressed freely their opinions on each article of the draft and emphasized the need to advance the reforms regarding:
  1. Improvement of the legal and fiscal framework for the activities of civil society;
  2. Increase of the transparency of the work of public institutions;
  3. Extended consultation of new legal initiatives with civil society and capacity building
This consultation process was characterized by inclusiveness, transparency, effectiveness, dialogue and accountability.

At the end of the meetings, the organizers guaranteed that there will be an objective assessment of the opinions and recommendations arising during the consultation process and the results that will come out of this process will be reflected in the final drafting of the draft law.
